Emergency Management Plan

The University of Chicago’s Emergency Management Plan (EMP) assigns responsibility and details the overall strategy to prepare, respond, recover (short-term), and mitigate from all emergencies or events that jeopardize the safety of University students, staff, and visitors, and threaten the well-being University assets and property.

Recognizing the impracticality of developing and maintaining plans for every possible emergency, the EMP provides general guidelines for all emergency events. The EMP is divided into a Basic Plan, several and all-hazard Functional Annexes, and Hazard Specific Appendices. 

• The Basic Plan provides an overview of the University’s approach to emergency operations including a description of the activating decision process, gathering of decision-makers, and marshaling of resources. 
• The Functional Annexes describe how the University will enact several emergency functions that are common to all hazards. They also assign lead and support responsibility to departments or divisions for maintaining and enhancing the University’s ability to perform those functions. 
• Hazard Specific Appendices detail how the University will apply its Functional Annexes to a particular hazard.

The EMP integrates into the University’s Comprehensive Emergency Management Program (CEMP) and is based on an analysis of common hazards, vulnerabilities within the campus area, and operational capabilities necessary to protect University students, staff, visitors, and property.
